OCP-15: Reallocation of 20M $EDU from Ecosystem Fund to Operational Expenses to Sustain Core Infrastructure and Growth Initiatives

Abstract

The Open Campus Foundation proposes re-allocating 20,000,000 $EDU tokens from the Ecosystem Fund to support Open Campus DAO operations. This funding will sustain legal, financial, strategic activities and other day-to-day expenditures which are critical to achieving the DAO’s mission of building impact in education through blockchain technology, with a focus on education finance and academic achievement ownership.

Motivation

Since the inception of the Open Campus Foundation, the Operational Expenses (OpEx) allocation has been used efficiently to fund foundational efforts across legal, compliance, engineering, governance, and growth initiatives. This has enabled Open Campus to reach significant milestones including the launch of EDU Chain, major partnerships, and the formation of the DAO’s governance structures.

However, the current OpEx allocation is nearing depletion due to consistent deployment of resources to support core operations and ecosystem expansion. This proposal is aimed at responsibly replenishing the OpEx bucket to ensure continuity and stability through the next phase of growth.

Expenses incurred for day-to-day operations include (non-exhaustive):

  • Legal and compliance
  • Annual compliance costs
  • Fees for service providers
  • Engineering and product development

Without sustained resourcing, these operations risk disruption during a critical growth phase for Open Campus and EDU Chain adoption. This proposal ensures continuity while aligning with Open Campus’ roadmap to innovate within education finance, roll out ownership of academic achievements and build the largest blockchain developer ecosystem.

Secure 12-month operational runway to:

  1. Maintain EDU Chain’s position as leading education L3
  2. Grow DAO treasury through strategic yield generation
  3. Onboard institutional investors
  4. Ensure core infrastructure for EDU Chain is maintained

Risks & Drawbacks

  • Market Conditions: Volatility in token markets may impact the real-world value of allocations; risk will be mitigated through conservative treasury strategies and yield generation.

  • Opportunity Cost: Using tokens from the Ecosystem Fund means fewer tokens available for new grant programs or community initiatives. However, this trade-off is necessary to protect the foundation that enables such programs to exist and thrive.

This is not the time for OC to be slowing down so I’ll be voting FOR to ensure the DAO can sustain (and hopefully even accelerate) operations.

Securing a 12-month operational runway is critical for sustaining momentum across EDU Chain and DAO initiatives. This allocation will help ensure stability as we continue scaling the ecosystem especially around EduFi.

As an active contributor and aligned stakeholder in Open Campus, I fully support this proposal to re-allocate 20,000,000 $EDU tokens from the Ecosystem Fund toward operational runway. This is a necessary and responsible decision to ensure continuity of the DAO’s core functions, especially during a pivotal growth phase.

It’s clear that Open Campus has moved well beyond theory. The deployment of EDU Chain, successful partnerships, and an increasingly active DAO structure are all outcomes of consistent execution backed by sound resource allocation. The depletion of operational reserves is not a red flag—it’s a signal that the system is actually working, that capital is being deployed toward results, and that a professional-grade foundation is being built.

Backing this proposal is not just about payroll or legal fees. It’s about:

  • Securing institutional credibility through compliance readiness
  • Preserving engineering momentum on EDU Chain’s core infrastructure
  • Ensuring that governance doesn’t stagnate due to lack of coordination capital
  • Giving the DAO room to focus on value creation instead of survival

The tradeoff—pulling from the Ecosystem Fund—is valid and well reasoned. Ecosystem investments lose meaning if the infrastructure holding the DAO together is starved. We are not choosing operations over innovation. We are choosing to protect and enable the conditions where innovation can scale.

The budget is measured, the deliverables are transparent, and the intent is aligned with the long-term mission: building durable, open education finance systems and giving ownership of academic outcomes back to learners.
