OCP-16: Open Campus DAO Council Elections Cohort 3

ABSTRACT

This document outlines the proposal for the third election of the Open Campus DAO council. From July 2nd 2025, EDU Token holders will have a 7-day window to vote FOR or AGAINST the proposed council candidates via the Open Campus DAO snapshot.

MOTIVATION

To maintain the constitutional guidelines of the Open Campus DAO as outlined in OCP-1, it is specified that the inaugural council will serve a nine-month term, with subsequent councils serving 12-month terms. With the second term coming to an end, we must proceed to elect a new council for the upcoming 12 months.

These regular elections are crucial for ensuring that our council members remain actively engaged in fostering the growth of the Open Campus ecosystem and in upholding the core values of the Open Campus DAO.

SPECIFICATION

“Council” is a group of five individuals elected by the Tokenholders through a Completed Proposal as per these Bylaws to help the Board with the implementation of Proposals and manage other matters as directed by the Tokenholders.

The Council’s role is to manage Proposals and uphold the community’s vision. Council members are expected to review past Proposals to avoid duplicating failed ones.

The first Council will serve for nine months. Future Councils will serve for twelve months.

Tokenholders will vote to choose the next Council members. Any Token holders who wish to be Council members must announce their interest in the Governance Forum at least thirty days before the vote.

A Council member can be removed and replaced before their term ends if the Tokenholders pass a Completed Proposal to do so.

The Council is established to administer Proposals and serve the vision of the community of Tokenholders.

The third cohort of the Open Campus Council will serve a 12-month term starting Jul 23, providing that the OCP-16 DAO proposal is approved by the Tokenholders.

Two months before the conclusion of this term, Tokenholders will be asked to vote for the third cohort of the Open Campus Council.

OCP-16 will be live on the Open Campus DAO snapshot from July 2nd 2025 for 7 days where token holders can vote FOR or AGAINST the proposed candidates.

The Candidates for the Core Council

About the core council

Yat Siu, Animoca Brands

Veteran technology entrepreneur/investor Yat Siu is the co-founder and executive chairman of Animoca Brands, a global leader in blockchain and gaming with the goal to provide property rights for virtual assets. Yat began his career at Atari Germany, then established Hong Kong Cybercity/Freenation, the first free web page and email provider in Asia. In 1998 he set up Outblaze, an award-winning pioneer of multilingual white label web services. After selling one of its business units to IBM, he pivoted Outblaze to incubate digital entertainment projects. One of those projects is Animoca Brands.

Yat has numerous accolades, including Global Leader of Tomorrow at the World Economic Forum, Young Entrepreneur of the Year at the DHL/SCMP Awards, and recognition as one of Cointelegraph’s top 100 notable people in blockchain. A classically trained musician, Yat is a member of the advisory board of BAFTA (British Academy of Film and Television Arts) and a director of the Asian Youth Orchestra.

Mo Ezeldin, Animoca Brands

Will Fan, NewCampus

Will is the CEO and Head of School at challenger business school NewCampus, serving 500+ high-growth companies and impacting 130,000+ leaders across Southeast Asia. With over a decade in education spanning Southeast Asia, the Middle East, and China, he invests in Web3 education and has a soft spot for boring businesses. He frequently speaks at universities and explores the future of learning at the intersection of Web3 and real-world systems. Will is also a core contributor and council member at Open Campus.

Eva J Weng, Caladan

Eva Weng has a solid background in finance and investments, starting with their role in Real Estate Investing at Morgan Stanley from 2014 to 2017. Eva then moved to Cadre as an Investment Professional from 2017 to 2019. Eva further enhanced their expertise at Goldman Sachs in the Special Situations Group from 2019 to 2021. Currently, she holds the position of Head of Investments at Caladan starting in 2022.

Veronica Murguia, Dubai Future Foundation

Veronica is a seasoned leader in AI, GovTech, and public sector innovation, with over 15 years of experience designing transformative programs for governments, startups, and global organizations. As an architect of accelerators, ecosystem partnerships, and policy-driven initiatives, she has shaped the future of AI adoption, sustainability, entrepreneurship, and public sector transformation across Dubai, Middle East and North Africa and globally. Her work spans 800+ startups and over 30 government entities, including the Dubai Future Foundation and the Dubai Center for Artificial Intelligence.

Veronica leads efforts at the intersection of AI, community building, systems innovation, and public impact—bridging technology, policy, and entrepreneurship to drive meaningful change. Known for her values-driven and people-centered approach, she specializes in turning bold mandates into real-world outcomes through strategic execution, inclusive collaboration, and future-focused ecosystem design.

Subcommittees

To enhance the DAO’s effectiveness and accelerate progress on strategic priorities, the Core Council candidates propose the establishment of specialized subcommittees to help them through their term. Each subcommittee will focus on advancing key initiatives within the ecosystem, operating under the oversight of the Core Council.

Subcommittees will be empowered to:

  • Develop and execute targeted projects aligned with the DAO’s mission.
  • Bring together members with relevant expertise and interests.
  • Provide regular updates and recommendations to the Core Council and the wider community.

This structure will enable more agile decision-making, foster deeper community engagement, and ensure that critical initiatives receive dedicated attention and resources.

The composition of personnel within subcommittees may change over the course of the 12-month council term. This flexibility ensures that the DAO can adapt to evolving needs, optimize for relevant expertise, and maintain effective operations throughout the term.

KEY TERMS

“Completed Proposal” is a proposal that has been archived.

“Council” is a group of five individuals elected by the Tokenholders through a Completed Proposal as per these Bylaws to help the Board with the implementation of Proposals and manage other matters as directed by the Tokenholders. The initial Council will be appointed by the Foundation Director(s) as per the Foundation Articles and will serve for an initial term of nine months.

“Foundation” refers to the EDU Foundation.

“Foundation Articles” are the Memorandum and Articles of Association.

“Foundation Director(s)” are the director(s) of the Foundation.

“Governance Forum” is a governance forum page designated by the Foundation accessible through a URL.

“NFT” non-fungible tokens of the Protocol which are created.

“Proposal” means a proposal put forth by a Tokenholder that satisfies the Proposal Threshold to a vote of all Tokenholders.

“Proposal Threshold” at the time any Proposal is made, ownership of at least one (1) Token or NFT (as applicable) at that time.

“Protocol” means the runtime code deployed to the BNB blockchain network and maintained at the GitHub repository located at EDU-smart-contract/contracts/EDuCoin.sol at main · opencampus-xyz/EDU-smart-contract · GitHub

“Token” means the governance token of the Protocol, known as the “EDU Token”, created, recorded, and maintained through smart contract code deployed to the BNB Chain blockchain network.

“Tokenholder” means at any relevant time, an owner of one or more Tokens at such time.

The third council cohort is looking incredibly strong, featuring some veterans and new faces!

Looking forward to learning what this council term will bring, with a new focus on EduFi, government and institutional adoption, expanding EDU Chain’s developer community / dApp offerings, and onboarding more AI edtech founders.

As part of the Capy Council, I’ll be collaborating with fellow members to develop a strategy to onboard more quality founders and builders as holders. We’ll explore ways to create more benefits for holders within the EDU Chain ecosystem and expand the Capy IP with initiatives like Capy Chicas. Additionally, we’ll work with community evangelists to provide feedback on core initiatives that the DAO and other council committees are pursuing.

Excited to be named part of Council Cohort 3!

I love the Capys and it’s been my mission to support the community as the core community continues to form and be shaped by the evolution of OC. I’m keen to see what else we can do with the IP, including IRL branding opportunities and outreach and KOL initiatives like Capy Chicas. Of course, there’s also the core community on X, Discord and IRL who we hope we can always find a home for and to facilitate discussion around the future of education that we’re all building together.

Excited to see Open Campus DAO Council continues to scale under the leadership of this amazing lineup of innovators.

From the ecosystem side, we’re at an incredible inflection point. Education is massively undervalued by mainstream tech, but AI is creating unprecedented opportunities for disruption. This timing couldn’t be better.

EduFi is where we’re doubling down - think RWA, payments, and financial primitives that actually work for education. The intersection of DeFi and education unlocks models we’ve never seen before.

On the developer front, our three global hackathons and hundreds of events have shown there’s huge appetite for building in this space. The quality of projects and developer engagement has been better and better, contributing to the foundation for EDU Chain’s growth.

I’m genuinely excited to see another iteration of this DAO Council work towards improving education outcomes for everyone! With the experience that comes with those selections, I think we will see big things.

The strategy to create subcommittees is also a great one. It will help to mobilise more of our key participants, and be able to draw from their expertise and capacity. As someone who is keen to lend my hands to see this project flourish, I am super excited to be listed among the “Capy Council” alongside some of my “CapyFriends”. For those who I haven’t bumped into on CT, Discord or Telegram - some quick ‘know who you might be voting for’ comments…

Web3 Nerd - I have been in web3 for about 5 or 6 years, and have participated in various ways as a community member, mod, feedback giver, collector, user in what is probably over 50 projects now - NFT, Gaming, DeFi, Socials, AI, Fitness, etc. Passionate about what connected and contributing communities associated with Web3 can bring to the world.

Education Experience - Australian High School Teacher 10+ years (Maths, Information Technology), Vocational Education Training Instructor, Theological College Educator (Church Planting Certificate IV Course Writer / Tutor), b.Ed, b.IT, M.Div, Grad Dip Min - I have been in and around Australian Educational Institutions my whole life. Currently my favourite education role is teaching junior school kids solve the Rubiks Cube in lunch break. I’m passionate currently about the shake up that microcredentials can bring.

Wow! Excited for the Cohort 3 to get started! Capy Chicas has been fun and sharing about OC in campuses and on the timeline with its IPs have just gotten started! Hope our endeavors will serve something greater in making education more transparent, accessible, and exciting with EduFi, InfoFI, and EduAI starting to bloom!

As an ex-educator, it’s energising to see how the DAO is maturing. Particularly love the subcommittees now carving out space for sharper focus, faster execution, and more diverse voices at the table.

From building OC-X in emerging markets to supporting Web3-native experiments like our educational collaboration with ApeCoin DAO, I’ve seen firsthand how critical it is to connect mission, local context, and long-term thinking.

Here are a few thoughts that come to mind:

  • How might we make OC-X the most founder-centric experience in Web3 edtech? What would it mean to truly co-design with builders, not just fund them?
  • How do we measure impact beyond funding? Can we define new success metrics grounded in public goods, or behavioural transformation?
  • What underrepresented geographies or founder profiles are we missing? And what systemic blockers (e.g. regulatory, access, language, funding) can we help dismantle?
  • How can subcommittees become engines of experimentation, not just governance? What does “DAO-native R&D” look like in education?

I would also like to see metrics for impact.

We could use Open Campus Achievements as a proxy for the impact each founder, portfolio company, or dApp has made. These achievements can indicate how much they or their product have benefited users or students, as each achievement represents a concrete action. The collection of achievements builds a reputation, enabling users or students to unlock new job or earning opportunities. To me, this demonstrates impact.

I’ve always been focused on helping shape systems that are values-driven, sustainable, and future-ready — with education sitting at the heart of that mission.

I’ve spent 15+ years helping governments, startups, and ecosystems rethink how systems work — especially across Dubai and the MENA region. I’m always moving mountains for the things I believe in — and Open Campus and this community is definitely part of this list!

I am excited and honored to join this council. As someone whose life trajectory has been fundamentally shaped by access to education across China, Singapore, and the U.S., I deeply believe in Open Campus DAO’s mission to democratize education and shift value creation toward educators and learners.

Over the past year, I’ve had the privilege of supporting Open Campus DAO through Caladan, helping build DEX liquidity on the EDU Chain and facilitating access to lenders and users. I’ve watched EDU evolve from vision to reality, and believe Open Campus DAO is uniquely positioned to redefine education finance.

I am motivated to serve on the Special Council as the Investment Strategy Director to continue advancing this mission.
